checked the graphics
checked the ram
checked the power supply
I assume that its not posting, so this would make me think that it is infact the Motherboard.
However you say its custom built, has it ever worked?
If not have you checked that all the connections from the PSU to The Mobo are plugged in correctly with no bent broken or missing pins
Have you checked that any jumper pins on your Mobo are set right, or missing

I believe that imagination is stronger than knowledge -- myth is more potent than history -- dreams are more powerful than facts -- hope always triumphs over experience -- laughter is the cure for grief -- love is stronger than death.

it has worked before, i check all pins and they are ok, i have one concern though, i read an article that if i just have the PSU and motherboard connected and nothing else, i am able to know the PSU works by plugging the power cord and the moment i turn on the switch behind the PSU, the fan should blow air, not necessarily trying to turn on the computer using the button in the front face. if this is true then my PSU is not good because i plugged the power cord, turn the switch and no air came out. what do you guys think

Going by the fact you ahve tired and tested each part of your PC, except the mobo, that seems to me as the likely cause of the problem.
As for your statement about testing your PSU, you said you have tried another one? if you got no better rersults then it cannot be your PSU unless for some odd reason both of them are dead.
I would wait for the others to reply with their conclusions aswell, don't just take my result incase I have missed something :P

OK never heard of this nor tried it but applying logic of working systems, the psu doesn't power up the fans till the power button on the front face is turned on??
you say that it was working, can you tell us what happened or you did directly before it stopped working.
when you tried the other PSU did the fans on the PSU work
I have a strange feeling that this might be related to the power button on the front face, do you have an AVO meter or something you can use to check its working, resistance, 1.5v bulb & battery, spare switch?

both PSU might be working fine for all i know, i am just assuming they might be bad from what i read in the article online. when i plug the power cable into the PSU and turn the switch on the pc turns on without me having to press the front face button. (this is something new that is happening recently) it may be an effect of me turning it on/off so many times having to test all hardwares. also, i dont have a avo meter. :-/

is that turns on lights up Motherboard LED's and fans turn on. without having to press the front panel power button?
if so
Basically it looks like two probables one the front power button, my favourite, or wiring to it check for breaks or wear on the outer casing where it touches parts of the case.
£5 to source a new one in the uk from maplins
or it is your motherboard (A8N32? Guess from Asus Sli & CPU)
But if I were you I'd try the Switch first it's cheaper especially if you can get one out of an old pc from somewhere (Momentary Action Foot Switch)

it has always turned on, and by this i mean all fans and PSU, now it turns on by itself as soon as i turn the switch on the PSU. i have an RX-9 case i dont know if this will help but just throwing it out there, and my motherboard is A8AE-LE i thought i had the sli one but no this is from another pc i had (HP).

Its powering up so it's not the PSU.
the PSU connects to the Motherboard and the Motherboard should control the PSU, so that the fans and everything only power up when the front panel switch is closed, and then when its shut down it should turn them off, just leaving the power LED on(Motherboard one that is).
So I would source a replacement motherboard, and then try it.
let us know how you get on, please, we like feed back,
