A friend of mine noticed that his pc had this peculiarity...
Every time he boots up the PC, it does a disk check that will result
in a prolonged boot up time.
This had been going for several months now that is why he told me
about it as its becoming unbearable for him as his other PCs are not
exhibiting this fault....
May I know what is the reason for this peculiarity, is there a known
cause for this ,and what are the means to sort out this problem....?

Do you mean a scan for errors?
If this is the case them make sure th PC is shut down properly each
time it is used. You can prevent the check from happening but it's not
a good idea. Does the check find any errors? Could be a sign of a
failing hard drive.

It could, either that or some software is causing data corruption. A pen
drive attached at boot can cause the system to start a disk check (know this
from experience and not why this is).
For your added information. The way windows decides if a disk check is
needed is by the autorun command:
autocheck autochk *
...located in the registry within the key:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager]
and the value 'BootExecute'. This command is run at every boot and if error
flags are detected then it performs a scan on that drive.

Have a read of this:

Be careful of editing the registry as it's important not to delete an
entry you're not supposed to.
Just make sure that the check isn't coming up with errors. If it is
it's probably time to back up all the data that he/she wants to keep
and buy a new hard drive. (You'll have to install Windows again
though.)

IIRC from what he told me it was a disk check....
